Kansas Emission Factor acceptance

Dear Printechs:
In a conversation with our state regulatory authority about use of
retention factors for VOC calculations I was told this:
1) Printers in Kansas are currently not allowed to use retention
factors
2) If I could come up with document justification of retention
factors and reliability, and EPA acceptance thereof, that they
(regulatory agency) would consider possibility of allowing their use
in Kansas.
I was previously referred to the Air Pollution Engineering Guide for
the Graphic Arts Industry. I was told it's a few years old and also
it's $65. Will talk to Gary Jones about this document and testing
used.
I did a search on EPA's website for CTG for Printing industry, came
up with nothing, although I know it must be out there.
If anyone has web address for this document and any others that offer
documentation of the retention factors for inks and/or for shop towel
emissions, could you please forward them to me? Any information
would be appreciated.
I would also like to hear from those involved with states that have
accepted use of retention factors for air emissions calculations for
printers.
