The Federal Bureau of Investigation and the Environmental Protection Agency
released a factsheet entitled, "The Chemical Safety
Information, Site Security and Fuels Regulatory Relief Act; Public Meetings
Other Notifications." You can find the factsheet at

Format (PDF), and you will need Adobe Acrobat to read it (You can download it
for free from www.adobe.com.). If you have problems accessing this document,

Here is a summary of the major issues covered in the factsheet:
1. Requires companies that submitted an RMP for Program 2 or Program 3 to
announce and hold a public meeting by Feb. 1, 2000, to discuss their RMP,
including the OCA sections.
2. Small businesses (this is based on the corporation not the site!) may opt
to publicly post a summary of the OCA information in lieu of holding a
3. Facilities must certify with the FBI by June 5, 2000, that the meeting has
been held or the summary has been posted.
4. Credit may be given for public meetings that were held between Aug. 5
and Aug. 5 1999, if they were convened after reasonable public notice was
given and they described and discussed the local implications of the RMP,
including the OCA portion.
5. EPA has the authority to enforce the meeting, certification, and
notification provisions of the law.
