Our firm published an informational article about the RMP Rule and the
broad
applicability of the General Duty Clause. If you would like a copy of
the
article let me know.

In answer to your question, if you believe you should prepare an RMP due
to your
analysis under the general duty clause, the RMP would be similar in form
and
content to any other RMP. Specific guidelines on form and content are
readily
available from USEPAs Chemical Emergency Preparedness and Prevention
Office at:
