That was the point I made in my reply. Unless the lead is being cast at the facility, then the "article" rule applies and the lead is NOT reportable. Also, if one is using lead flat strips as furniture in the lock up of a die, this is NOT reportable (even though you may cut of a strip to fit the lock up). The "article" rule says that an item is considered an article if the item is not substantially changed in its dimensional properties, i.e.: it still is a flat strip of lead.

Hope this lends some additional clarity.
