Not sure if EPA meant it to be, but sounds like a step toward p2 to
me:

ENVIRONMENTAL REPORTING PLAN APPROVED

EPA Administrator Carol Browner has approved plans for a paperless
system of environmental reporting that will make it easier for the
public to locate information while also reducing regulatory burden for
government agencies and the regulated community. By establishing
common data standards and a universal system for electronic reporting,
the "Reinventing Environmental Information (REI) Action Plan" will
improve data quality, timeliness and accessibility and allow data
integration for multi-media environmental assessment purposes. These
reforms will be implemented in cooperation with the States which share
responsibility for collecting and reporting data under the nation's
environmental regulatory system.
