Hi,
I am working on an EPA grant - a pilot project called, "CLEAN-P2 -
Lessons Learned",
(Compliance Leadership Through Environmental Assessments & Negotiations -
Pollution Prevention) - in Region I, specifically in NH and ME.

CLEAN offers small and medium sized businesses free, on-site compliance
and P2 audits - an enforcement amnesty for violations discovered in the
process - in exchange for an agreement to correct violations and
undertake a "beyond compliance" pollution prevention project. The pilot
project in NH and ME offers this assistance to metal finishing companies
and the printing industry.

The first phase of our project is to analyze and identify the key issues
(policy, partnership, implementation, and marketing issues) surrounding
"technical assistance/enforcement relief" initiatives and how CLEAN P2
can be expanded to other states and industries via a national model
program.

The second phase of our work will expand the scope of the pilot project
to include a comparison with other environmental and occupational safety
and health cooperative
compliance programs and will develop recommendations for a model national
program.

I am in the process of gathering information from other EPA regions or
from the states' environmental protection departments that have initiated
any similar programs or pilot projects, that fall under EPAs Common
Sense Initiative (and possibly under EPAs Policy on Compliance
Incentives for Small Businesses as well), and that promotes enforcement
amnesty in exchange for an agreement to correct violations and undertake
a beyond compliance pollution prevention project.

We would be very interested in learning of such cooperative compliance
programs in your area, so that we may make comparisons with our CLEAN-P2
project and make our final recommendations to EPA Region I.
