The state of Minnesota's shop towel retention factor policy does not apply to
potential-to-emit calculations. It only applies to actual emissions
calculations. When determining a facility's annual VOC emission inventory,
Minnesota, after lengthy pleading and begging, finally agreed to allow
printers to use a 50% retention factor in shop towels but only for those
solvents with a composite partial VOC vapor pressure of 10mm Hg or less @ 20
degrees C as per the June 1994 ACT for Offset Lithography. However, in order
for this retention factor to be allowed, the printer must store the shop
towels in a closed container and maintain documentation that they are
recycled off site or reused off site. Please contact me if you have any
