Wisconsin has an odor regulation in that we regulate malodors. There is no test method, it is left up to either the regulatory personnel or an odor survey of neighbors is taken. If the majority of those surveyed indicate the odor is objectionable, it is deemed so. It is then left to the regulatory agency to determine where the odor is coming from. The administrative code reference is NR 429, Wis. Admin. Code and can be accessed of the State's website.
