Regulations for Small Printers

The RACT regulations for small printers in New York State is being reviewed
and possibly changed. Requirements for a variance from RACT is being
discussed. Currently to apply for a variance, a facility must obtain a
state permit. However, a facility could apply for registration, but must
comply with the substantive regulation for graphic arts which requires RACT.
It's kind of a catch 22. Also, in the New York City Metropolitan Area, there
is no thershold limit for RACT compliance so no matter how small, a printer
must implement RACT unless it has a variance.

My question is.. Are there are any states that have severe ozone
non-attainment regions and have variance/registration options for small
printers? Obtaining that information would be helpful to New York.
