Dear printechers: I am looking for input or support documents for the following: Our hazardous waste regulators are saying that: 1) negatives/film need to be TCLP'd even if they are going for recycle/reclaim and then manifested as hazardous waste if above the regulatory limit. 2) fixer solutions being sent off site must be TCLP'd and if sent off site for reclaim/refine, then must be sent as a hazardous waste (if above the limit of course) and 3) the refiners/recyclers taking film and silver bearing solutions must have TSD status to "treat" a hazardous waste. I see the logic of this, but I thought there was an exemption for precious metal recovery/reclaim? If not, I imagine this will greatly affect reclaiming activity in Kansas.
