there are no effluent guidelines or categorical pretreatment stds for
the printing industry. The only reference in wastewater guidelines
and stds is an exemption for metallic platemaking and gravure
cylinder preparation conducted within or for printing and publishing
facilities, found at 40 CFR 413.01(c) and 433.10(c) (electroplating
and metal finishing regs). As a result, indirect discharging
printers would be subject to general pretreatment requirements, 40
CFR 403, including any local limits set by the POTW. Direct
discharging facilities would be subject to best prof. judgment and/or
water quality based requirements in an NPDES permit. Matt Gluckman,
