Regulations re: Ferric Chloride

We are a business devoted to creating and teaching safer and saner printing systems. To that end we've developed water soluble Hardground and Stopout. A one piece vertical etching tank. and are offering premixed Ferric Chloride for etching rather than nitric acid or similar dangerous etchants. Are sales are to Colleges and Universities and are usually a maximum of 4 gallons of Ferric Chloride. We make very little profit from this however now we understand that we would be required to attend training classes and require a permit. The only hazardous(?) materials we ship is the Ferric. If we drop this schools will be forced to return to more hazardous chemicals in their printmaking departments. Our total shipments of ferric is less than 50 gallons for the year. Is there a case to be made for us?
