Printech:

Environmentally preferable purchasing, EPP, is a federal program which
promotes the use of
products or services that have a lesser or reduced effect on human health and
the environment when compared with competing products or services that
serve the same purpose.

A newsletter produced by USEPA's OPPT recently included an article
describing the efforts of an Army base to reduce waste through EPP.
The text can be viewed on pages 1 and 5 of
<http://www.epa.gov/opptintr/epp/update5.pdf>
