You may want to check 21 CFR. There are situations if you're printing on a substrate that will not be in direct contact with the food and is seperated by a 'functional barrier' which could be a plastic bag covering, or the actual substrate if the printing is on the outside of the package. There is a section that list approved pigments for the inks. This may help.
