A member of the Newspaper Association of America is having a difficult
time convincing the South Coast Air Quality Management District (SCAQMD)
that the 95% retention factor used in calculating VOC emissions from
newspaper ink on newsprint is supported by the US Environmental
Protection Agency. If the member is allowed to use the 95% retention
factor rather than the 90% retention factor required by SCAQMD, the
member's VOC emissions will be under 8 tons per year and Title V
permitting may be avoided. Is the 95% retention factor generally
accepted by other states? What other retention factors are used by the
regulatory agencies?
