Most major ink companies have FDA or CONEG approved inks available.
Namely, INX... or Sun Chemical market water based FDA approved inks.

I will caution you, if the manufacturer has a particular
color/formulation standard in mind it is VERY costly and time consuming
to get all the documentation and certifications for a new ink to be FDA
approved.

I am searching for flexographic inks that are either high solids (60%
solids, by volume, minus water) or low VOC (VOC content less
than 25% of total volatiles, by volume) and that are USDA approved for
food contact. Substrate is sausage casings from natural
and manmade materials.
