I'm currently working on a project involving the installation of a large
flexographic printing press (paper board beverage container printing) in
an area where it will be subject to LAER. I am currently undertaking a
search for information on state SIP requirements and technology in
practice. Technology in practice requires consideration of technology in
practice nationally and internationally. I have completed a thorough
search of the EPA's RBLC database.

I have written several emails to trade organizations to find out what
technology is being used.

Are waterbased inks or low VOC inks considered LAER or must add-on
controls be considered.

Do you know of any facilities printing on paper or paper board with
flexographic presses that have had to install add-on controls to the
presses or dryers or both while using low VOC or waterbased coatings?

Are there inks in use (e.g., UV curable, very low VOC, or no VOC inks) in
this country, in Europe or Asia where the VOC contents are lower than the
industry standard inks currently in use (5-25%)?

Has anyone had to install the presses in total enclosures and control the
enclosures also?

Your help would be most appreciated.
