Dave,

I spoke with someone from the National Association of Printing Ink
Manufacturers (NAPIM) and they advised:

The 3 % is for sheetfed litho inks. Heatset is different, but he wasn't
sure what the percentage was.

As far as your question re/ other vegetable oils in addition to soy oil,
the answer is yes it can receive the soy seal as long as it meets or
exceeds the limit (3% for sheetfed)

As far as your question re/ total ink - Yes, the 3% Soy Oil content is a
percent of the total ink including resins and pigments.

Can an ink receive the "soy seal" if it contains other vegetable oils in
addition to having 3+ percent soy oil?

Is the 3 percent a percent of the total ink (including resin and pigment)
or apercent of the oil in the ink (excluding resin and pigment).
