Does this facility actually emit >50 pounds per year or simply use more than 50
pounds. Diethanolamine is a very high boiling (i.e., low volatility) compound
that is also very water soluble. In solution it will form ammonium compounds
that will be nonvolatile. My guess is that only a small fraction of the
material used actually becomes air emissions from the film processor. This is
similar to the situation for hydroquinone, also found in photprocessing
chemistry.
