Scott,

You might consider the possibility of working with a construction
contractor or trade group that could reuse the paper as a vapor
barrier on construction projects. What you have described sounds
similar to the material used on fiberglass insulation with vapor
barrier.

I received a call from a Mr. Dave Cretors from Minnesota WasteWise recently
asking if I knew of any recycling sources for some vapor barier paper that
one of the MN. WasteWise participants was looking to recycle. This company
has 80 rolls of this paper that are 4-feet wide and 9" in diameter. This
"2-layer" paper is very similar to brown Kraft paper that has a thin tar
layer sandwitched between the two layers of Kraft paper to act as the vapor
barier. MN WasteWise has been unable to locate any recycling outlet. If
anyone has any suggestions they can either email me or call Mr. Cretors
