Discharge of Rotogravure Water-Based Inks

A rotogravure printer using water based ink claims that he cannot
discharge the press washwater to the POTW because the ink clogs up in
the pipes. Is anybody familiar with this phenomenon? If this can indeed
happen, is there a dispersant that could be added to the wash water to
prevent coagulation or aggglomeration of the ink solids in the waste
water.
