Donna, at this point a federal ban on lead does not exist. However, the
consumer product safety commission does regulate the types of inks that can be
used to produce children's toys and clothing. Lead is not allowed. Further,
the federal arts labeling law requires all arts materials used by children
under the age of 18 to be tested and labeled in accordance with an ASTM
standard that does not allow heavy metals. This arts labeling law also applies
to industrial products, such as screen printing inks, used in educational
institutions.
