I am somewhat surprised about the situation on Kansas regarding the state not
recognizing retention factors for lithographic printing. This issue was
addressed in 1991 when the RACT rule for lithography in Kansas City was
finalized at K.A.R. 28-19-76. The rule had to be approved by both the state
and EPA Region VII. Specifically paragraph (h) contains all of the retention
and emission factors that are appropriate to use.
In addition, the draft CTG for Offset Lithography contains retention factors
for inks and the ACT for Offset Lithography contains retention factors for
solvents with low VOC composite vapor pressures (<10 mm Hg at 68oF) used in
conjunction with shop towels. The ACT also contains carry over efficiencies
for automatic blanket washes and alcohol substitutes used onn heatset
In addition, the printing industry sponsored ink oil retention studies that
were used to establish and confirm the retention factors. Some of these
studies were conducted by Battelle and others by the industry.
