As Jeff mentioned, the 95% retention factor for sheetfed and nonheatset web
offset lithographic inks is contained in the draft CTG for Offset
lithography. It applies only to offset inks and no other types of ink. It
applies to the VOC content of the ink, which is principally ink oil. There
should be no HAPs in offset inks or in some inks, extremely small and
inconsequential amounts of HAPs. The 95% retention factor would not apply to
the HAPs (if present) in litho inks. Please confirm with your supplier the
presence of HAPs in the litho inks.

The 50% retention factor for cleaning solvents applies if the solvent is used
in conjunction with towels and the composite VOC vapor pressure of the
solvents are less than 10 mm Hg at 20oC (68oF) and the towels are kept in
covered containers when they are done being used. The reference for this
retention factor is the ACT for Offset Lithography EPA 453/R-94-054.

The ACT is available electronically with a link from the PNEAC web page. The
CTG is only available in hard copy format.
