For purposes of tracking releases of VOCs in printing, it has been long
established by EPA that they have accepted a retention factor in
substrates. For sheet-fed litho printing, it is assummed that all but 5 %
of the VOCs are retained and thus not released as "fugitive" emissions. For
heatset-web litho printing, because the inks dry by application of hot air
in dryers, the retention factor is only assumed to be 20%. That's why web
heatset presses usually have air emission controls on them (oxidizers,
usually). Both of these retention factors were published as part of EPA's
Draft Control Techniques Guidelines a number of years ago. It is important
to note however that some state regulatory agencies have not and do not
accept EPA's position, making things all the more difficult for sources
attempting to get air permits.
