You could use pretty much any reasonable approach that might be
relative to the amount of fountain solution.
You don't say if the presses are of similar size and design. If they
are, something as simple as allocation based on the number of
hours of operation for each press would be appropriate.
Alternately, an allocation based on
number of impressions,
square inches of printed surface, or
ink consumption for each press
might be appropriate.
There probably is no "best" way, it will be a matter of making a
judgement based on what measurements you have and how you
feel about the accuracy of those measurements
