Unused inventory as Haz Waste?

The following question was sent to the Green and Profitable Printing
97 Videoconference 12/9/97 but was not included in the broadcast due
to time constraints. A preliminary response from PNEAC is listed below.
If you have additional information or suggestions, please respond. A
collective response will be forwarded to the originator of the question.

Phyllis Strong from St. Paul, MN asks:

"Is inventory which is unused for a year considered in the tally of
hazardous waste which is used to determine waste generator status?

Is this a federal rule, or is it included in state rules?"

Answers:
There is not a predetermined time after which unused inventory
becomes "waste." Check your state regulations for the specific
definitions of "waste" and "hazardous waste." Good MN contacts for

Most states include, as part of their definition of wastes:
* materials that can no longer be used for their original purpose
because of contamination or use; and
* materials still usable for original purposes but which you decide
you discard.
