According to EPA's 1994 Printing Industry and Use Cluster Profile, formaldehyde is used in the cylinder-making process in gravure printing (see for example p. 2-49 in http://www.epa.gov/dfe/pubs/printing/cluster/part-2.pdf ). You might check with the Gravure Association of America or even gravure printers that report to TRI to confirm if they are still using it.
