Your inquiry to PNEAC regarding locating a high wet strength paper, was forwarded to the Technical Inquiry Desk. The term 'high strength' is relative, as paper is water soluble, and I am not aware of a paper that has high strength when wet. Label stock is moisture resistant, but for applications where the substrate is to be used in a wet environment, I would recommend a synthetic paper. Some of the synthetic papers look and feel like paper but are plastic based. Synthetic Paper manufactures:
