In addition to the other suggestions made, have you explored the possibility of using the new stay open ink systems that are on the market? They do not skin as readily as the conventional inks and because they have a different drying mechanism.
Also, depending upon how much ink you use, there is a relatively new ink delivery system that takes advantage of a cartridge type device. The cartridge protects the ink from being exposed to the air, which promotes skin formation. Printers using this new system have reported reductions in ink waste.
