I have been a coater for magazine covers and have had no problem on the recycling end. I print with UV inks and have had no trouble finding markets for them. I have had to keep the UV printed paper separate from Con. inks. UV is a great way to eliminate VOC and HAP output also. You can probably also get it shipped off site as a non regulated waste. Check the regs first. Your waste hauler should be able to answer this for you. UV ink on plastics have not been a problem either.
