While it is fine to recycle and reuse materials, facilities need to be aware of cross jurisdictional issues. While a state regulator may issue an opinion, you need to make sure that you are not cross purposes with another agency's requirements. The Consumer Product Safety Commission considers screen printing inks to be art materials when used by children. As such, they need to be tested and labeled accordingly.
