Film setters to reduce hazardous chemicals

First I am trying to find out if you know of any Federal or State of Illinois programs that will fund a pollution prevention plan that we have in place at our unit. We are seeking funding from our higher headquarters, but if that fails, I need to know where to turn. Also, if the funds they offer are not enough to move toward an hazardous-free working environment ,,,I would like to see if any non-military programs will help us out. Our people are developing film the traditional method with fixer and developer in an environment that has very poor ventilation. Also, can you point me to any sites that have a case study where they went to a thermal-image (film setter) operation to remove the chemicals.
