POTW limits vary based on the type of treatment operation they have and the make up of industry/dischargers. There may not be a way to convince them to raise the limit. Why is the ammonia so high in your clients discharge - are they putting something down the drain that could be seperated and disposed of elsewhere? These are all things to consider. You may want to talk with the POTW re: treatment options prior to discharge that would allow your client to discharge into their system.
