My experience is in Flexo and Gravure inks but I suspect it is no different in litho. The % solids per gallon is dependent on each type and color of ink. I am having difficulty seeing how the solids in the inks would be an emitter of Particulate. The only way I could see that it could happen is if your ink was not adhering to the substrate that you were printing on, and if that was the case then you would need to re-evaluate your process. I have a Title V Permit and have had to deal with the MACT standard for Printing and have never been ask to calculate particulate emissions from the % solids in my inks
