To avoid the issue of shipping hazardous waste (i.e., fixer containing more than 5 mg/l of silver), the printer may want to consider recovering silver on-site. The RCRA characteristic sludge exclusion allows the silver recovery residuals to be shipped as nonhazardous provided they're sent for refining. If on-site silver recovery isn't practical, consult the chemical supplier to find out if the supplier has an off-site management program. Very few, if any, will actually recycle the fixer. It's just not cost effective. They will recover the silver and dispose of the desilvered fixer.
