Gary,
Thank you for your response about ink toxicity and reuse
opportunities. I have recommended this person explore non-printed
newsprint paper this use. I know many times there are usable amounts
of newsprint left on rolls and many newspapers will give these roll
leftovers away or sell for very cheap.

The question about using newsprint for uses other than reading such as animal
bedding, wrapping fish, etc., is quite common. The answer is always the same
- newspaper are safe and effective when used as designed - read and recycled
to make more newspaper.
