My recollection is that Minnesota used to have an odor regulation, but that it was dropped due to the lack of any formal test being available and the difficulties enforcing it. I believe they applied the sniff test. Odor issues have since been delegated to individual cities. I am aware of some significant odor issues in Minnesota that are currently in the news, both in connection with animal feedlots and ethanol production. The City of St. Paul has had an ongoing issue, including lawsuits, brought by neighbors to the ethanol plant located in their community. The City of Hopkins pursued one of the printers I mentored to in the EPA Leadership Pilot Project for odors arising from aqua coating on their Heidelberg CD Press. That printer went out of business about two years ago.
It appears to be very much an inexact "science".
